As a Medical Officer in our Geriatrics & Extended Care Service Line, you will provide administrative, clinical, and programmatic leadership for the Medical CenterÂ's geriatrics care programs to ensure achievement of quality healthcare and outcomes. The incumbent reports to the Chief of Staff and serves as a key clinical resource for the Medical Center Director and the Chief of Staff.

DUTIES:
Incumbent has an administrative reporting relationship with clinical support from the Chief of Staff. You will serve as the Medical Director of Geriatrics & Extended Care Service Line. You will provide administrative, clinical, and programmatic leadership for the Medical CenterÂ's geriatrics care programs to ensure achievement of quality healthcare and outcomes. The incumbent reports to the Chief of Staff and serves as a key clinical resource for the Medical Center Director and the Chief of Staff.

Duties and responsibilities include, but are not limited to:
Mainly clinical duties will be performed in the nursing home and other geriatrics programs as needed within delineated approved privileges as assigned by the Chief of Staff.

Participates in interdisciplinary team activities in Geriatrics and provides cross coverage to other programs as needed to achieve optimum interdepartmental cooperation to assure that quality patient care is maintained or improved.

Directs the continuous measurement and improvement of the quality of care provided by the service.

Plans, coordinates, and ensures high quality through utilization of multiple quality measurement tools.

Participates in the financial management including budget planning and management for Geriatrics and Extended Care Service Line.

Assists in the development of the annual strategic and budget plan for the Geriatrics and Extended Care Service Line consistent with guidance and goals from the DirectorÂ's Office and/or Fiscal Service.

Assists in the development and implementation of tracking methods to monitor the serviceÂ's fiscal activities.

Collaborates with other clinical and administrative staff in the development and execution of the overall Medical Center strategic and business plan.

Participates and recommends initiatives and programs in collaboration with other services in order to ensure coordination of service, reduction of redundancies, and enhancement of cost effectiveness.

Performs other directly related duties as required.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS :
a. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b. Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:

(1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

(2) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.

(3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.

(4) For residents, graduation from an approved medical school as described above is required except as provided in M-8, part II, chapter 1.

NOTE: The Under Secretary of Health or designee in Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research or academic position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidateÂ's credentials clearly demonstrate high professional attainment or expertise in the specialty area.

c. Licensure and Registration

(1) Physicians (Except Residents). Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. The facility Director may waive this licensure requirement if the physician is to serve in a country other than the United States and the physician has licensure in that country.

(2) Residents. Current, full and unrestricted license to practice medicine or surgery in a State, Territory or Commonwealth of the United States, or in the District of Columbia before the second year of VA residency, or meet any licensure, registration or other equivalent requirements established for residents of non-VA hospitals with which the VA facility is affiliated for training purposes. The resident must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure.

(3) Impaired Licensure. A physician who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 14 of this part.

(4) Waiver of Licensure. Licensure may be waived by the Under Secretary for Health or designee in Central Office for individuals in research or academic assignments involving no direct patient care responsibilities in accordance with current regulations.

d. First-Year Residency (Internship). Completed a first-year residency, or its equivalent, approved by the Secretary of Veterans Affairs for the year in which it was completed. For a VA resident, the appropriate Deans Committee and Resident Review Board may recommend appointment on the basis of the candidateÂ's acceptability for residency training. Approved residencies are:

(1) Those approved by the Council on Medical Education and Hospitals, American Medical Association, in the list published for the year the residency was completed, or

(2) Other residencies or their equivalents which the Professional Standards Board determines to have provided an applicant with appropriate professional training. The Board may determine that the residency requirement has been met if the candidate has completed 1 year of postgraduate education.

e. Physical Standards. See VA Directive and Handbook 5019 found in your local VA Human Resources Office.

f. English Language Proficiency. Physicians, including residents, appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

GRADE REQUIREMENTS . This position is being recruited for at the Senior Grade.

a. Associate Grade. Meet basic requirements. The individual qualifies to perform general duties under supervision.

b. Full Grade. Meet the requirements for Associate grade and have completed additional training, such as the second year of an accredited residency, and/or experience which has qualified the individual to perform general duties without supervision.

c. Intermediate Grade. Meet the requirements for Full grade, and have completed additional training, such as an accredited residency in an area not directly related to the specialty area to which the individual is being assigned, and/or experience which has qualified the individual to perform general duties and some specialized functions and procedures without supervision.

d. Senior Grade. Meet the requirements for Intermediate grade and have demonstrated recognized professional attainment such as:

(1) Past or present faculty appointment in an approved medical school or

(2) Completion of an accredited residency in the specialty area to which the individual is being assigned or in a related area, or

(3) Current eligibility to sit for the board certification examination in the specialty area to which the individual is being assigned or in a related area, or

(4) Comparable achievements in clinical, educational, administrative or research activities.

BLS/ACLS Requirements:
BLS and ACLS certifications must be approved by the American Heart Association.

Current certification in BLS is required for all staff providing direct patient care, and police.

Additionally, current ACLS is required for patient care staff that work in specified or high risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.)

FINANCIAL BENEFITS

Thrift Savings Plan :
Build up your retirement nest egg through the Thrift Savings Plan. It's the Government version of the private sector's 401(k) Plan. Contributions are made from pre-tax dollars and both investments and earnings are tax deferred until withdrawn. The plan offers five investment funds to choose from, and you can transfer money from other eligible retirement savings plans into your Thrift Savings Plan account. The Government automatically contributes 1 percent of your salary with additional matching contributions up to a total of 5 percent.

Flexible Spending Accounts :
Two tax-lowering flexible spending accounts are available to Federal employees: Health Care Flexible Spending Account Lowers your taxable income by reimbursing up to $4,000 per year of out-of-pocket medical, dental, and vision expenses on a pre-tax basis Dependent Care Flexible Spending Account Lowers your taxable income by reimbursing up to $5,000 per household, per year, for eligible day care and for elder care expenses on a pre-tax basis

RETIREMENT BENEFITS

Federal Retirement Plan :
VA employees are covered by the Federal Employees Retirement System (FERS). FERS is a three-tier retirement plan composed of Social Security benefits, FERS basic benefits, and the Thrift Savings Plan (TSP). Similar to the 401(k) savings plans widely available in the private sector, the TSP allows employees to tax defer a portion of their income each year, subject to the requirements of the Internal Revenue Service.

Internal Revenue Code (IRC) 2012 contribution limits — In 2012, you may contribute up to $17,000 in tax-deferred money to the TSP. If you will be age 50 or older during 2012, you may also contribute up to $5,500 in additional Â"catch-upÂ" contributions if you expect to reach the $17,000 limit in 2012.

For retired military personnel, these benefits are in addition to full monthly retirement pay or pension. In addition to FERS, VA provides health care insurance coverage for retired personnel.

Flexible Retirement Plan :
As a VA employee, you are part of the Federal Employees Retirement System (FERS). Under FERS, you are eligible for monthly retirement benefits after just 10 years of Federal service. This retirement system is portable. If you leave Federal employment, the Social Security component carries over to your new employment.

Disability Retirement :
If you become disabled and have at least 18 months of service, you may be entitled to long-term disability benefits. VA will also work hard to accommodate any handicapping condition to promote your success as a productive member of our workforce.
