Department of Health and Human Resources/ Management Information Services/Kanawha County
As Deputy Integrated Eligibility Systems (IES) Manager, this individ ual acts as the functional administrator for the business units responsible for separate, but related activities pertaining to the development and maintenance of applications within the IES Suite. This includes but not limited to, participating in the setting of project goals and standards, developing and coordinating the implementation of project plans, setting priorities, allocating resources and monitoring system development to ensure initiatives are complete, deadlines are met and quality is assured. This individual works closely with the vendor's management team in the process of maintaining operational efficiency, as well as defining and implementing functional enhancements, including reviewing and evaluating proposals for systems expansions for the purchase of new equipment and software. Will also serve as the system liaison with a variety of agency bureaus, other state agencies, and federal agencies who promulgate business rules. Will provide direct supervision to ma nagers who are involved in the day to day business activities. Each of the managers supervises business system analysts who are responsible for a specialized function or application. Must also possess excellent communication skills and be clear and concise in all levels of communication, both written and oral. Also must be able to communicate highly technical system aspects and outcomes at a business level tailored to the specific audience. Performs other duties as required.

MINIMUM QUALIFICATIONS

Training: Graduation from an regionally accredited four-year college or university.
Substitution: Additional experience as described below may substitute for the above training on a year-for-year basis.
Experience: Three years of full-time or equivalent part-time paid experience in computer programming, office automation planning, purchasing and implementation of hardware and software, teleprocessing, system analysis, or supervision of computer operations.
Substitution: A major in computer science may substitute for one year of required ex perience.
