Apache is seeking an experienced Purchasing General Manager to be located in our Cairo, Egypt, Khalda Petroleum Company (KPC) offices. KPC is a joint venture with the Egyptian government and is one of the largest producers of oil and gas in the country. The position is responsible for leading the Purchasing and Master Data Management functions for the organization. The Purchasing General Manager will work across the full range of operating divisions to ensure accurate, efficient and timely fulfilment of materials and services requirements as determined by those divisions. This role will drive the development and implementation of leading practice purchasing strategies designed to extract maximum value for the organization.
KEY DUTIES & RESPONSIBILITIES:
- Together with the joint venture counterpart, provide leadership to a staff of more than 50 direct and indirect reports including purchasing managers, buyers and data analysts.
- Collaborates with cross functional organizations to drive process efficiency across the business
- Uses knowledge of ERP systems to drive utilization of available functionality by Purchasing staff and business stakeholders to improve the efficiency and effectiveness of buying processes.
- Provides operational guidance and direction regarding buying and materials management processes to the Supply Chain and business stakeholders.
- Oversees purchasing coordination and expediting activities to ensure day to day site demands are met (on-time, in-spec & in full).
- Works closely with Supply Chain leadership team members to identify and implement opportunities to reduce third party expenditures.
- Ensures that Purchasing and business stakeholders fulfill their defined buying and materials management process roles.
- Leads the development, maintenance and compliance to relevant standards and policies and minimizes risk and cost exposure.
- Leads performance measurement reviews for function to review progress against business objectives and identify appropriate actions to improve performance. Qualifications & Experience
EDUCATION:
- Bachelor’s degree in Supply Chain Management or relevant discipline
- Master’s degree in Business, Supply Chain Management or relevant discipline is preferred.
- 15 – 20 years of relevant experience in Supply Chain
- 10+ years of supervisory experience.
- Extensive experience working in/or leading Supply Chain functions (i.e., Purchasing, Logistics, Inventory, Contracts, Category Management, Sourcing) preferably in the oil and gas industry.
- Fluent English speaking and writing
- ERP systems (Oracle, SAP) experience
- Possess excellent people skills, strong commercial awareness, and financial astuteness as well as strong negotiation skills
- Working knowledge of evaluation modeling experience, including cost/benefit and present value analysis Competencies
