About the Opportunity

DMI is currently seeking to hire an Application Engineer for a Federal Government customer on a long-term contract in the Martinsburg/Kearneysville, WV area.

Duties and Responsi! bilities:
Provide high level expertise in developing c! omplex software applications involving new technologies, methods, concepts, or approaches
Design software tools and subsystems to support software reuse and domain analyses and manages their implementation
Manage software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer-Aided Software Engineering (CASE) tools
Based on functional and conceptual design specifications, develops diagrammatic plans and design logic required to implement computer programs, ADP systems and procedures in support of technical, administrative and information management functions and operations
Review existing programs and assists in making refinements, reducing operating time and improving current techniques
Formulate and defines specifications for software applications or modifies and maintains existing applications using engineering releases and utilities from the manufacturer
Responsible for program desig! n, coding, testing, debugging and documentation
Evaluate new and existing software products for implementation
Often serves as technical lead, coordinating the efforts of cross-functional technical personnel
Provide detailed instructions and program design specification to peers and junior personnel assigned to a project team, and closely supervise their performance.

Design, develop, and deploy tools to support and manage USCG case information systems

Work closely with technical staff, user community and program office to develop custom solutions that provide user friendly functionality

Work with the NPFC team to develop and deploy reporting functionality that meets the needs of all USCG management

Maintain and improve existing applications as well as support any new application development initiatives

Ensure work meets functionality and quality expectations within given timelines

Interact with program office! to clarify requirements and functionality expectations

Develo! p, design, and update technical documentation

Develop prototypes and proof of concepts as required

Provide project and activity status reports describing the state of assigned deliverables, accomplishments, and significant risk items

Estimate work duration (level of effort) for input to project schedules

Support application deployment, testing, and end user administration and training

Support certification and accreditation efforts as well as remediation efforts if necessary

Position may require limited on-call status to support system requirements, initiatives, or customer requests after hours and during weekends

Adhere to all OSC policies, procedures, and practices affecting work projects to include: change management, configuration management, and quality assurance

Required Knowledge, Skills and Abilities:
Experience with the following .NET technologies: ASP.NET, C#

Expe! rience with the following web application technology: HTML, JavaScript, jQuery, CSS

Experience designing web services, web salutations, and internet applications

Experience developing new features, web parts, workflows, advanced customizations and complete custom solutions

Knowledge of MS-SQL technologies: SQL Server, SQL Server Reporting Services, SSRS report generation, stored procedures using T-SQL

Strong problem solving, troubleshooting, and analytical skills

Ability to take initiative and ownership of projects

Good time management skills and s trong customer service skills

Ability to work with team members of varying technical skill level

Beneficial Knowledge, Skills and Abilities:
Understanding of the software development life cycle (SDLC)

Knowledge of CM process using Team Foundation Server

Experience with, or the willingness to learn, SharePoint 2010/2013 ! application development

Experience with COTS web tools and con! trols (Visual Studio, Telerik, etc)

Experience with Windows Workflow Foundation or a similar workflow design technology (i.e. K2 Blackpearl)

Education and Experience Requirements:
BA/BS or 4 years of relevant experience, or

AA/AS (or Industry Standard Certification) and 2 years of relevant experience
