Description
The FAST Systems Analyst will be a supporting member of the FAST team in developing and maintaining custom applications used for budget and spending control and financial analysis.
The Systems Analyst:
- Analyzes and develops requirements and technical specifications for computer systems and computer system components possessing a wide range of capabilities, including numerous engineering, busines! s and records management functions.
- With assistance f! rom senior technical personnel, provides expertise in developing complex software applications involving new technologies, methods, concepts or approaches.
- Prepares and delivers presentations on the system and concept to colleagues, subordinates and user representatives, and Government managers.
- Develops technical specifications and implementation plans for automated information systems for review by senior personnel.
- Analyzes aspects of proposed system modifications to fully identify impacts of changes to system and user interfaces, system usage and performance requirements, availability requirements, etc.
- Analyzes and defines the problem and the information to be processed, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests.
- Coordinates closely with developers and DBAs to ensure proper implementation of program and system specifications.
- Performs required analysis of information management and data requirements, of practical alternative approaches, and design of computer systems.
- Meets with Project Officer or technical monitor and other appropriate personnel to review requirements, discuss technical approaches, and to formulate plans for technical support.
- Performs required detail analysis of information management and data requirements
Designs and implements new methods, procedures, and systems (both automated and manual) to improve the processing and flow of information within the company.
Develops and provides documentation of the system specifications, including system scripts, system installation procedures, system backup and recovery techniques and system test methods.
Conducts and provides cost/benefit analyses for new proposed program modifications, methods, and procedures.
Analyzes, installs and configures app! lications; troubleshoots network problems, and monitors and evaluates s! ystem performance.
Establishes operational databases, software configuration controls and system interfaces for computer system(s) assigned.
Maintains file servers and network access; documents and analyzes system anomalies to ensure optimum equipment performance.
Prepares systems for operational use and supports operational tests.
Assists clients in articulating and defining their business requirements and assists in preparing the business case justification for technical investment decisions.
Perform required detail analysis of system and data requirements
Provide project status updates describing the state of assigned deliverables, accomplishments, and significant risk items
Prepare project schedules, estimate work duration and detailed tasks for input into project schedules
Facilitate, participate and contribute in project meetings
Communicate frequently with customers to obtain and clarify! requirements and address testing issues
Work closely with developers to analyze issues, opportunities and test defects
Develop project related deliverables such as project schedules, project management plans, risk analysis workbooks
Acquire knowledge of Coast Guard financial processes
Interface with diverse customer/user base
Be able to discuss and fundamentally understand business problems and speak to the user community about technical designs and functionality
Work with all FAST team members to include Testers, DBAs, Sys Admins & Management to support the applications under the FAST umbrella
Prepare test plans, support testers with documenting and executing test cases, producing test reports and coordinating user acceptance testing
Prepare documentation to support existing applications/systems
Prepare documentation to support user training
Qualifications
Basic Qualificatio! ns
Bachelor's degree or equivalent combination of education an! d experience
Bachelor's degree in computer science, management information systems, or related field preferred
Two or more years of system analysis or systems development experience
Experience working with appropriate programming languages, operating systems, hardware and software
Experience working with relational databases to facilitate systems analysis
Other Qualifications
Good personal computer and business solutions software skills
Analytical and problem solving skills for design, creation and testing of programs
Communication skills to interact with team members and support personnel
Interpersonal skills to interact with customers and team members
Ability to work in a team environment
Experience designing or managing the development of web services, web solutions, and internet applications
Strong knowledge of the Windows operating environment
Relational! database theory and practical SQL Server experience
Work experience in a complex, enterprise-scale development environment desired
In depth knowledge of system development life cycle processes
Strong problem solving and analytical skills
Strong verbal and written communication skills
Ability to interact with users to derive and clarify requirements
Ability to learn quickly in a dynamic environment
Ability to take initiative and ownership of projects
Experience with financial applications and processes or knowledge of accounting processes is a plus
Position may require limited on-call status to support system requirements, initiatives, or customer requests after hours and during weekends.
Experience with Visual Studio and .NET, and C# helpful
