Primary Duties This position is responsible for the implementation of state and federal regulations governing nitrate, lead and copper in drinking water. S/he coordinates Office wide program level activities! to ensure public water systems are in compliance with sampling requirements and if contamination is detected, acts accordingly to address and protect the health of their customers. This position tracks water system compliance with monitoring requirements for several water quality programs, issues the appropriate enforcement actions, and provides technical assistance to systems to assists them in meeting future nitrate, lead and copper, disinfection byproducts, and cross connection control requirements. Duties include: · Plans, develops, organizes, implements, and evaluates nitrate, lead and copper program activities. · Facilitates meetings and discussions with program leads and technical experts to ensure consistent program direction and implementation statewide. · Assists analyzing and implementing federal revisions to the Safe Drinking Water Act. · Analyses water system monitoring and regulatory compliance for multiple water quality programs. · Works with Office pro! gram leads and technical experts to issue violations and track complian! ce activities; that violations are properly linked to compliance actions; and to address issues related to reporting to EPA. Required Qualifications NOTE: Experience may have been gained concurrently. A Bachelor’s degree or higher in Health, Environmental Health, a natural or physical science, or a closely allied field; AND three (3) or more years (full-time equivalency) of professional experience in an environmental health program. Two (2) or more years (full-time equivalency) of leadership and oversight in an environmental health program; OR four (4) or more years (full-time equivalency) of experience as an Environmental Specialist 3, within State service, with specific experience in program leadership and oversight. Demonstrated computer software experience and skills in the following: o MS Access to design and create databases containing table relationships, create and apply advanced filters and queries, and export data. o MS Excel to create, manipulate, and link larg! e or complex spreadsheets, import data from other sources, filter lists, and create and format charts and graphs. Desirable Qualifications NOTE: Experience may have been gained concurrently.
A Master’s degree in Environmental Health, a natural or physical science, or a closely allied field; AND three (3) or more years (full-time equivalency) of professional experience in an environmental health program.
Two (2) or more years (full-time equivalency) of experience working with drinking water issues related to water system operation and water quality risks.

Demonstrated experience in the following:
Knowledge of federal and state rule writing and making processes.
Working with drinking water issues, especially related to contaminants and water system operations.
Developing and maintaining effective working relationships with customers.
Effectively fulfills commitments and meets deadlines. Conditions of Employment · Willing and able to ! work indoors, at a desk/workstation the majority of a work day, in an o! pen office environment with possible conversation and other noise distractions, with or without an accommodation. · Willing and able to work in a smoke-free, drug-free, alcohol-free, and scent-neutral environment. · Willing and able to work while exposed to hazards limited to those commonly found in government office environments, such as paper dust, ink, cleaners, adhesives, and other standard office products. · Willing and able to work the core business hours of 8 am to 5 pm, Monday through Friday, with a scheduled lunch break. · Willing and able to occasionally work in excess of 40 hours per week and/or to adjust normally scheduled hours, which may include evening and weekends, to meet program needs and critical deadlines. · Willing and able to legally operate a state or privately owned vehicle OR provide alternative transportation. · Willing and able to occasionally travel throughout the state and nationwide which may include overnight stays, alone or with others,! as required, while performing the duties of this position. · Willing and able to move or transport materials and boxes weighing up to 25 pounds, with our without an accommodation. · Willing and able to work in a stressful environment with multiple priorities and competing deadlines. · Willing and able to interact and work with customers and clients, some of whom may be frustrated or distressed; in a positive, friendly and supportive manner that meets the needs and standards of the office and the agency. · Willing and able to participate as part of the DOH emergency response team during an actual health emergency and training events.
