Directs and oversees the facility maintenance operations for the Union, WV Campus of United Technology Aerospace Systems, Sensors & Integrated Systems. Coordinates the activi! ties of Maintenance Supervisors and Planners, which includes carpentry, high & low-voltage electrical, steam distribution, pipefitting, sheet metal, HVAC, Waste Treatment and factory rearrangements. Ensures the timely and cost effective delivery of maintenance services, which includes preventive and predictive maintenance, planned system overhauls, custodial, grounds maintenance, snow removal and on-call repair services. Promotes continuous improvement of workplace safety and environmental practices. Participates in the development and implementation of shop-specific safety training programs, and assures workforce compliance with OSHA job safety requirements. Basic knowledge of OSHA regulations, building codes and environmental requirements. Monitors service contracts for quality compliance and cost; this includes housekeeping, snow removal, roof repairs and grounds maintenance. Develops annual operating budget. Monitors job skill base of all technical staff; oversees timel! y staff training and recruitment. Conducts review of new const! ruction design documents to assure compliance with published standards and to ensure reasonable repair and overhaul access to building systems.
Qualifications
Bachelor's degree in engineering or related field is required, Masters strongly preferred.
Considerable experience at the management level in a facilities maintenance or operations environment.
- Ability to develop, implement, and enforce safety programs and protocols.
- Strong leadership skills with a willingness to change existing operating philosophies from a reactive maintenance approach to predictive and planned approach.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Knowledge of building trades management principles, methods, and techniques.
- Strong computer skills - knowledge of maintenance planning and scheduling software highly desirable.
- Ability to coordinate and/or supervise facility repair contractors.
- Ability to communicate effectively, both orally and in writing. Strong supervisory skills, including organizing, prioritizing, and scheduling work assignments, development and performance management skills.
- Ability to read and interpret schematics, drawings, and blueprints.
- Knowledge of all federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance.
- Knowledge of budgeting, cost estimating, and fiscal management principles and procedures.
- Ability to foster a cooperative work environment.
- Skill in organizing resources and establishing priorities.
- Experience within a union environment with a general understanding of typical company and union practices.
- Knowledge and understanding of the design and implementation of building preventive and predictive maintenance programs.
- US citizenship or permanent residence required (re: ITAR regula! tions).
